The Council for Abavandimwe is led by a distinguished Executive Leadership Team committed to the full recognition, rights, and empowerment of Uganda’s Indigenous Banyarwanda. Guided by humanitarian principles and international legal norms, this team confronts systemic exclusion, statelessness, and intergenerational stigma through policy reform, civic education, and community organizing.
The Council for Abavandimwe is steered by an Executive Leadership Team composed of distinguished professionals, advocates, and community mobilizers. These individuals have been entrusted with the responsibility of advancing the Council’s core mission: the recognition, empowerment, and full inclusion of Uganda’s Indigenous Banyarwanda. Their roles reflect a balance of national representation, technical expertise, and grassroots engagement aligned with international standards on minority rights, statelessness reduction, and participatory governance.

Chairman
Coordinates grassroots structures and civic mobilization efforts. Leads community registration drives, voter education, and issue-based campaigns. • Coordinates field structures, civic registration campaigns, and community meetings.
Head of Mobilization
A scholar and education reformist, Dr. Muganga bridges academia and human rights. He supports policy analysis, stakeholder engagement, and system-wide advocacy for inclusive education and citizenship recognition, rooted in research and global best practices.
Vice Chairman
Empowers youth to participate in civic engagement and cultural preservation. Develops leadership programs and promotes volunteerism among young Banyarwanda.
Youth Coordinator
oversees advocacy campaigns in the Central region, mobilizing youth participation in national identity debates and community-led identity audits.
Vice Chairperson (Central Region)
Organizes informal sector workers to access documentation and legal support. Advocates for economic inclusion and recognition of their contributions.

• Leads regional mobilization and documentation campaigns across Eastern Uganda. • Coordinates with grassroots leaders and local authorities to promote access to legal identity. • Implements civic education and cultural revival initiatives.

Social Worker | Academic | Human Rights ResearcherWith a rich background in social work and human rights research, Ms. Mbabazi strengthens the cultural identity of Indigenous Banyarwanda communities.
Vice Chairperson (Western Region)
• Leads initiatives addressing exclusion and marginalization in Northern Uganda. • Promotes women’s rights, education access, and inter-ethnic dialogue.
Vice Chairperson (Northern Region)
Manages legal support for individuals without citizenship documentation. Drafts legal petitions and engages with justice institutions to ensure adherence to national and international human rights standards.
Director, Legal Affairs
Rodgers leads data collection and advocacy research on statelessness and discrimination, producing vital reports for grassroots mobilization and policy reform.
Director, Research
Drives the Council’s public relations, media engagement, and communications strategy. Raises awareness through campaigns, storytelling, and press briefings on issues of identity and inclusion.
Publicity Secretary
Leading initiatives for women's legal empowerment, advocacy for stateless girls, and gender equity in community development.
Women Coordinator
Supports the welfare and dignity of elderly members of the community. Promoting dignity and intergenerational dialogue, while documenting the oral histories of displaced Banyarwanda communities to preserve their cultural heritage.

Engages university students and institutions in identity awareness, academic research, and civic training. Builds campus-based advocacy networks.

• Advocates for pastoralist rights and services in the Greater Cattle Corridor. • Coordinates land rights advocacy and access to public services for mobile communities.
